What 𗨮 means
No. 𗨮 belongs to Tangut writing. The symbols can resemble Chinese writing, but Tangut was made for the Tangut language. Chinese influenced how its characters were shaped and composed; the scripts are separate, so this glyph is not interchangeable with a Chinese character.
Why was Tangut writing created?
To write the Tangut language and support Buddhist texts. Western Xia, a medieval state in northwestern China, was ruled by its first emperor, Li Yuanhao, who ordered the script created around 1036. One aim was a Tangut version of the Buddhist canon—the collection of Buddhist sacred texts. A native script also marked the state as distinct from the Song dynasty, then ruling China. The neighboring Khitan people had created two scripts about a century earlier, an earlier regional precedent. Tangut writing continued during the Yuan and Ming dynasties and became obsolete by the end of the Ming dynasty.

1Why does 𗨮 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
