What 🮂 means

It fills the top quarter of one character cell.

Terminal graphics used semi-graphics: small preset blocks arranged in cells to suggest pixel images. The wider set covers home microcomputers from the mid-1970s to mid-1980s and teletext, a broadcast system for text and graphics.

Unicode's 2021 source table maps this fill in Kaypro, Ohio Scientific, Robotron Z9001 and Sharp MZ character sets. Their numeric codes differ across systems.
