A character cell is one slot in a text grid; partial blocks let old computers assemble larger screen graphics from pieces. On the Commodore 64, this tile belonged to PETSCII, its screen-character set.
PETSCII was used on Commodore home computers from the PET (1977) through the C128 (1985). Unicode later included legacy graphics like this so character data could move between older systems and Unicode, and developers could build pseudo-graphic text displays.
