What ꖃ means
It represents the Vai syllable lo.
A syllabary is a writing system with a sign for each spoken syllable. The Vai script emerged in Liberia around 1832–33, developed by Mọmọlu Duwalu Bukẹlẹ and other Vai speakers to write Vai. The earliest known surviving sample is in a Harvard manuscript from 1834; the Book of Ndole, an early Vai book, dates to ca. 1845. Early examples show the written forms changing over time. Vai later influenced Mende, Loma and Kpelle scripts, and probably Bamum; claims of Cherokee influence remain disputed.
In Vai text, it is ordinary syllabic writing; its role follows the word and sentence around it.
