What ꘟ means
It names a person held in slavery.
The Vai script was developed in Liberia in the early 1830s, mainly by Mọmọlu Duwalu Bukẹlẹ, to write the Vai language. Bukẹlẹ later said the idea came to him in a dream. The script’s origins are unsettled: it may have been influenced by Latin, Arabic and possibly Cherokee, or Bukẹlẹ may have regularized an earlier pictographic system. A Vai sample survives from 1834; the earliest evidence identified for ꘟ is in The Book of Ndole, also called the Book of Rora, around 1845.
Older Vai texts used logograms: signs pairing a complete syllable with an associated meaning. Some became ordinary syllable signs; ꘟ remained a distinct historical word-sign. Unicode’s 2005 proposal based its drawing on the Book of Ndole form and noted influence from ꔛ, a Vai syllable sign. That is a glyph-design connection, not evidence that one character descended from the other.
What does it mean when someone sends ꘟ?
A lone glyph leaves the sender’s intent unclear.
Its documented role is an older Vai word-sign. In a Vai sentence, read it with the surrounding text; in an unrelated chat, ask whether the sender is quoting the script or referring to its history.
Historical and sensitive; it suits discussion of Vai writing or history, not a casual reaction.
Using ꘟ decoratively can trivialize enslavement.

1Why does ꘟ show as a box?
It is a font-coverage issue, not another meaning: a font without Vai support may show a missing-glyph box. A font with Vai support can display ꘟ.
