What 🡫 means
It points downward or draws attention to something below.
The head spreads widely to either side, with backward-pointing tips called barbs. This gives the arrow more visual weight than a simple down arrow. Beside text, it can direct your eye to the following line; between boxes in a diagram, it can show a downward connection. The words or objects it points to tell you where to go.
This design belongs to the symbol-font tradition represented by Wingdings. A 2011 Unicode proposal brought together these arrows and related designs so they could be exchanged as text without relying on the original symbol font. In an older font-based document, changing the font could change the symbol entirely; 🡫 has its own character identity.

1Why do I see a box instead of the arrow?
Your app may lack a font that can draw it. The character can still be present in the text. Try a supporting font or another app; its precise appearance can vary between fonts.
