What ꍰ means
It is the syllable chep in Liangshan Yi. In Latin spelling, final p marks a low-falling tone, not a consonant.
Traditional Yi writing (Cuan or Wei) varies regionally. A Qing-era story credits Aki with inventing it during the Tang dynasty (618–907); the oldest surviving dated Yi–Chinese inscription is on a bronze bell from 1485. A collection gathered in the first decade of the 1900s includes healing prayers and an ancestral rite. Devised in 1974 and issued in 1980, the Liangshan standard turns this tradition into syllables for one dialect; traditional signs appear unrelated to Han characters.
