What 𜴀 means

One of eight small cells is filled.

An octant splits a character space into two columns and four rows; its number marks the filled cell. Programs join tiles like coarse pixels.

A December 2021 Unicode proposal documents Kaypro II 2×4 graphics in text files. European teletext, a British TV text service developed in the early 1970s, used a related 2×3 grid. Unicode encoded the octants for old-computer compatibility and text-mode graphics.
