What ⁀ means

It joins characters or sequences on either side.

Z is a formal language for describing systems; s⁀t joins sequences s and t. In late Classical and Byzantine Greek papyrus manuscripts, the low enotikon marked letters read as one word. Related ties appear in phonetics, music, and Central Alaskan Yup'ik writing, an Indigenous Alaskan language.

In 2011, a typography forum recorded users substituting underscores when fonts lacked tie support; an underscore changes the mark.

Why does ⁀ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
