What ፠ means
It marks a larger division. A sentence stop ends a sentence; ፠ separates larger blocks of text. Ethiopic punctuation also uses ፨ as a paragraph separator.
The Ethiopic script has a debated historical link to ancient South Arabian writing, used in southern Arabia. Inscriptions attest the script by the second or third century of the Common Era; it was used to write Ge’ez, Amharic, Tigrinya and Tigre. The earliest surviving manuscript witnesses are placed between the fourth and sixth centuries.
Formal document punctuation.
Use it as a division, not a period.

1Why does ፠ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
