What ዙ means

It is one Ethiopic syllable. Fidel is the writing system for Geʽez (liturgical), Amharic, Tigrinya, Tigre, Oromo, and more. Alone, ask for word or language context.

How did Ethiopic writing develop?

It evolved into a writing system of consonant-vowel syllables. South Arabian settlers and stoneworkers brought writing to the Horn around the eighth century BCE. The oldest known Ethiopic inscription at Dakhanamo follows a different letter order from South Arabian. Under Ezana at Aksum, Geʽez appears in South Arabian and unvowelled Ethiopic writing. Around the fourth century CE, vowel marks reshaped the alphabet, producing syllables such as ዙ.

Why does ዙ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
