What წ means
It marks the “ts” in “cats,” with a brief throat catch. In Georgian it is called ts'ili and normally appears inside words. That quick closure and release is an ejective consonant.
Early surviving Georgian inscriptions include an Asomtavruli example dated to 430 AD. Asomtavruli is the older monumental style; a manuscript style, Nuskhuri, developed from it. Used together for church texts, they form Khutsuri. Modern Mkhedruli became the style used for nearly all Georgian; its oldest known inscription dates to 982 AD.
This letter appears as Ⴜ in Asomtavruli and ⴜ in Nuskhuri. Modern Georgian writes it as წ; Წ is its Mtavruli uppercase form, used for whole-word emphasis or headings. These are styles of the same letter, not separate sounds.

Questions people ask
1Why does წ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
