It represents an l sound in Georgian words.

Think of it as the Georgian l: it supplies a sound within a word, rather than a meaning of its own. If someone sends you just ლ, the surrounding conversation matters more than the letter alone.

Different forms are not just different fonts

Mkhedruli ლ is the form to choose for ordinary Georgian writing. The related characters have roles in older inscriptions, church manuscripts and titles.
