What means
It is one tile used to build large terminal letters.
HP 2640-series terminals—screens and keyboards connected to a larger computer—offered the Large Character Set as an option. A 1977 service manual describes it: nine small pieces, arranged in a 3 3 grid, formed each headline-sized letter. is one of those pieces.
Why does show as a box?
The selected font may not contain a drawing for it.
Unicode encoded these tiles as text in 2024, so they can live in documents beyond an HP terminal. Microsoft’s Cascadia Code 2404.23 release includes the large-type pieces; in other fonts, display depends on character coverage.

1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
