What ﹈ means
It closes a square-bracketed span in vertical text.
﹈ is the vertical presentation of the ordinary closing square bracket, ]. In Japanese vertical typography, guidance also uses 〔〕 as a vertical variation of [ ]; those brackets are distinct from this separately encoded form of ].
Its bracket role stays the same; the exact presentation identity does not. Compatibility normalization can map ﹈ to ], so it is useful when the source or system must preserve this exact form.
Why is ﹈ encoded separately?
It preserves a vertical form in East Asian character sets.
Unicode's compatibility forms include characters from Taiwan's CNS 11643, a Chinese character encoding standard formally promulgated in 1986. They preserve compatibility with older East Asian encodings; ﹈ records a vertical display form, not a new punctuation meaning.
﹇ is its matching opening form. The two pair around text when a source preserves both vertical brackets.
Technical and archival: it marks a need to preserve an exact vertical glyph or legacy-encoding character.
For ordinary punctuation, follow the text's bracket convention; reserve ﹈ for data that needs the exact form.

2Why did ﹈ turn into ]?
Compatibility normalization may have changed it. Unicode maps this vertical form to the ordinary closing bracket, so the bracket role stays while the exact glyph identity is lost.
Should I use ﹈ in ordinary Japanese vertical text?
Usually no. Follow the text's bracket convention and let layout handle vertical presentation; reserve ﹈ for source data that requires the exact form.
