What 🢩 means
Treat it as a rightward cue; context decides what it points to.
The Wingdings family of symbol fonts arrived with Windows 3.1, an early version of the Windows operating system, in 1992. In 2011, a Unicode proposal mapped this shape to slot 3099 in Wingdings 3 and recorded its font label as orightoblqshad. Its practical purpose was a ready-made shaded white arrow for page layout.
Before Unicode, symbols in special fonts could be tied to a font slot or private-use code, or inserted through an application's symbol menu. The proposal sought dedicated characters so such symbols could be searched and exchanged more reliably. The font label names the shape; it does not assign the arrow a universal message meaning.
Why can 🢩 look missing?
A font without this glyph cannot draw it.
🢩 is a text character drawn by a font, not emoji artwork. Supporting fonts may change its weight or shadow; a font without it may show a missing-glyph box or fallback. The display can vary while the underlying character stays the same.
If the exact appearance matters, check the font used in the document and whether the recipient's font supports the character.
Technical and niche: at home in a diagram or label, but opaque as a message on its own.
As a standalone instruction, it can be opaque or missing in the recipient's font.

1Is `orightoblqshad` something I can type?
No. It is a Wingdings 3 font label for the shape, not a universal keyboard command. A Unicode character picker selects the text character.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
