What means
It is one tile for terminal graphics.
Its six cells sit in two columns and three rows. Cells 1, 2, 3 and 5 are filled: both top cells and the left cell in each lower row. Side by side, tiles make rough text graphics.
Why does it have gaps?
The gaps come from teletext's separated-mosaic mode.
Teletext, a UK TV information service, began in the early 1970s. An embedded instruction switched mosaics between joined and separated display. Unicode first encoded joined tiles; a 2021 proposal sought separate characters so teletext simulations and existing software could preserve the gaps.

1Questions people ask
1Why does show as a box on some devices?
It is recent: Unicode added it in version 16.0 (2024), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
