What means
It marks one small patch in a larger block picture.
Imagine the character cell as a four-by-four grid: fills only its top-right square. Neighboring tiles make the rest of the shape, so this character specifies a patch, not a particular object or mood.
How did computers draw pictures with text?
They combined small blocks inside character cells like pixels.
An early system in this block-graphics tradition was UK teletext, a service for broadcasting text and simple pictures to television screens, developed in the early 1970s. Its mosaic characters divided each cell into two columns and three rows; many home computers also used block pieces to draw simple pictures.
The glyph appears in the 2021 proposal for additional legacy-computing characters as one of sixteen block pieces. That proposal aimed to preserve older machine character sets in Unicode and support emulators and text-mode graphics.

1Why does this symbol look different in different fonts?
It can. Unicode's code charts treat reference drawings as examples, not exact font instructions, so proportions and edges may vary while the tile's position stays the same.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
