What 🬸 means
Five of its six blocks are filled. The digits in its name mark the lit cells in this 23 tile; one cell stays blank. One character supplies a tile, while adjacent tiles complete a larger text image.
Where did this kind of tile come from?
It belongs to a family of low-resolution screen graphics. Teletext graphics started in the UK in the early 1970s, carrying information pages over television. Its mosaic mode used six small blocks per character cell. A 1976 specification distinguishes touching from gap-separated mosaics. The 2019 Unicode proposal maps this pattern to Teletext, Minitel terminals, and Oric and TRS-80 computers, preserving their older graphic data as text.

1Why does 🬸 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
