What भ means
Say b with your voice on and a breathy release. In Hindi pronunciation, that breath distinguishes bh from plain b. Latin transliteration writes this consonant as bh; the h marks the breath, rather than a separate syllable.
भ contributes a sound, not a fixed word meaning. Hindi examples include भाई (“brother”), भलाई (“kindness”) and भरोसा (“trust”). Sanskrit examples include भक्ति (“devotion”) and भगवद्गीता, the title of a religious text.
Why does भ change shape in a word?
Vowel signs and consonant combinations affect its written form. In the script's basic convention, भ includes an unwritten a vowel. A vowel sign replaces it; a halant, also called virama, removes it. Before another consonant, the combination may display as a conjunct—a joined letter shape—or a reduced “half-form.” The font may instead show the virama visibly.
Where does भ come from?
Its form evolved within the history of Devanagari. Devanagari developed from Gupta-era writing, with early stages in the 7th century CE and a mature form around the 13th century CE. Śāradā and Siddhamātṛkā are related historical scripts. Before the spread of print, Devanagari chiefly served formal Sanskrit inscriptions and religious manuscripts; it later expanded into writing Hindi, Marathi and Nepali. Its broader ancestry reaches Brahmi, an ancient Indian script; Bengali and Gujarati scripts belong to related branches. Sharing Devanagari does not make pronunciation identical across languages.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
