What 𘭳 means
Not reliably; its role in a Khitan word matters.
Khitan Small Script uses phonograms (sound signs), usually grouped into word clusters, and logograms (whole-word signs), which can stand alone.
Daniel Kane's 2009 index lists 𘭳 without a reading. Khitan is also spelled Kitan or Qidan in English.
Is 𘭳 a Chinese character?
No; it belongs to Khitan's separate script.
Yelü Diela devised it around 925 to write Khitan during the Liao dynasty. Its forms drew on Chinese characters; its sound system reportedly drew on Uyghur writing. Jurchen scripts later drew on both Khitan scripts.
Surviving examples are chiefly tomb inscriptions; the 2017 chronology begins with Yelü Zongjiao's 1053 text. Khitan script also appeared on monuments, mirrors, tallies, and a jade cup. Use continued under Jin rule until an edict abolished the scripts in 1191.
