What 𘮣 means
The Unicode label does not give its Khitan reading.
A sign can represent a whole word or one sound in a spelling. Sound-based signs usually join in clusters of two to eight characters.
Why was Khitan Small Script created?
To write Khitan in a distinct script backed by its rulers.
Yelü Diela, brother of a ruler of the Khitan-led Liao dynasty, devised it around 925 to write Khitan. It borrowed Chinese forms and drew on Uyghur script; Liao rulers used it to assert cultural independence from powerful Chinese neighbors.
A stone epitaph (a memorial text carved in stone) in the script is dated 1053. Use continued under the Jin dynasty; Jurchen writers later modeled their own scripts on both Khitan Large and Small Scripts.

Questions people ask
1Why does 𘮣 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
