What 𘮳 means
The Unicode label is not a historical reading.
Word signs can stand alone; sound signs usually cluster into words. The label alone cannot tell which role 𘮳 plays in a specific inscription.
How did Khitan Small Script develop?
It was made for writing Khitan and served official life.
Tradition dates its creation to about 925, crediting Yelü Diela, brother of the Liao emperor. Its forms draw on Chinese characters; Uyghur writing is linked to its sound system, despite few visual similarities.
The earliest surviving inscriptions date to the 11th century; the script was identified in 1922 from Liao tomb texts. It also appeared on monuments and in state records. The Jin dynasty banned it in 1191. Neighboring Jurchens created their own large and small scripts in 1119 and 1138, modeled on Khitan writing.

1Why does 𘮳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
