What 𘯂 means
It is a Khitan Small Script character; Unicode gives it an index.
Unicode 17.0 describes the script as partly deciphered. Signs may represent words or sounds, and sound signs group into words. The number label alone cannot show 𘯂's role in an inscription.
How did the script develop?
It was created to write Khitan.
Khitan Small Script emerged around 925 under Yelü Diela. Its forms draw on Chinese characters; its way of representing sounds is linked to the Uyghur script, used to write the Uyghur language, though the scripts look different. The earliest published monument is an 11th-century tomb epitaph. The script served records, poems, and translations. Jurchens, founders of the Jin dynasty, modeled their scripts on Khitan. The Jin court abolished Khitan scripts in 1191.

Questions people ask
1Why does 𘯂 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
