What 𘲦 means
Read it as part of the word. Words in Khitan small script usually use groups of sound signs, so one glyph may stand for only part of a pronunciation. The historical reconstruction does not assign 𘲦 an isolated reading.
Why was Khitan small script used?
It was used to write the Khitan language. Yelü Diela is credited with creating it around 925, reportedly inspired by Uyghur writing. It was one of two Khitan scripts; later Jurchen scripts adapted Khitan models. Surviving texts center on tomb epitaphs—inscriptions for royalty and aristocrats; a Japanese account identifies a 1053 epitaph as the earliest published one. Use continued under Liao, Western Liao and Jin rulers until a Jin order banned it in 1191.

Questions people ask
1Why does 𘲦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
