What 𘲪 means
Daniel Kane’s character index transcribes it as xua. This is a sound value, not a translation. Khitan small-script sound signs usually combine into word clusters; read each cluster from left to right, then top to bottom. The text runs in vertical columns.
How did the Khitan small script develop?
It gave the Khitan language a second writing system. Historical accounts date its creation to around 925, crediting Yelü Diela; they also report influence from Uyghur writing. Chinese-character structure shaped its forms. The earliest securely dated surviving text is an epitaph—a tomb inscription—from 1051. The script continued under the Liao, Western Liao, and Jin; Jurchen writing also adapted Khitan models before a 1191 order suppressed Khitan-script use.

Questions people ask
1Why does 𘲪 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
