What 𘲫 means
Read it with its neighbors; alone, the glyph is ambiguous.
Some signs represent whole words; others mark consonants, vowels, or syllables. Sound signs cluster to spell one word; the inscription shows whether a glyph stands alone or joins that spelling.
How did Khitan small script develop?
It was created to write Khitan under the Liao.
Tradition dates its creation to around 925 and credits Yelü Diela. It followed an earlier, Chinese-modeled large script but wrote Khitan, not Chinese; sound spelling helped handle Khitan word endings. The design is also said to draw on Uyghur writing, though few features match. The earliest published dated small-script tomb inscription is from 1053. It served official and funerary writing, continued under Jurchen-led Jin, and later influenced Jurchen scripts.

Questions people ask
1Why does 𘲫 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
