This is a piece in HP's large-character font, used with others to build oversized letters. Alone, it is a fragment; a matching font must draw it.

What 𜸜 means

It is one piece of a large-letter font.

HP's 2640 terminals used this piece in an optional Large Character set. A terminal is a keyboard-and-screen system. HP's character-generation manual is dated October 1975; its 1978 reference manual says the set built letters three times normal size from smaller pieces.

In 2021, Unicode mapped it to HP's Large Character entry 03 for legacy-text compatibility and text-mode graphics. Its job remains structural: a fragment used to draw larger letters.

Why does 𜸜 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
