What 𜳁 means

It is the lower-right cell in a four-part chess queen image. Sharp's MZ-700 home computer went on sale in Japan in November 1982; this tile is from its European alternate display table.

The MZ-700 made pictures from character cells. Its alternate characters could not be typed from the keyboard: a BASIC program selected the set and used POKE, a memory-write command, to show them. Unicode preserves this tile for old text and emulators.

Why does 𜳁 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
