What means
It marks the value four in Ol Onal’s decimal set.
Ol Onal was developed for Bhumij, a language also written in Odia, Bengali, Devanagari, and Latin scripts.
Why does Ol Onal digit four look different from the original design?
The printed digit was redesigned for early digital fonts.
Mahendra Nath Sardar developed Ol Onal for Bhumij between 1981 and 1992; in 1992, the community group Adim Bhumij Samaj chose it in a contest among three scripts. The first digital fonts changed the original digit shapes in 2013 because they were difficult to render. Fonts made in 2013–2014 used Latin character slots for Ol Onal glyphs rather than Unicode characters. In an old document, changing fonts may reveal the underlying Latin letters instead of the Ol Onal glyphs.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
