What means
It fills cells 1, 3, and 4 in a six-cell grid. The numbers run across each row: 1–2 at the top, 3–4 in the middle, 5–6 at the bottom.
Teletext began in the UK in the early 1970s, broadcasting information pages with simple block graphics to analog TVs. Teletext's separated mosaic mode left a narrow band of background around each cell, letting these tiles make small drawings in a text grid. A 2021 Unicode proposal asked for distinct characters for this mode so Teletext emulators and software using existing private-use codes could preserve the gaps. A private-use code is a character slot software assigned before Unicode standardized it.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
