What ณ means
Its job depends on whether it stands alone. Inside a word or name, this Thai n is a consonant, not a separate word meaning “at.”
ณ preserves spelling distinctions inherited from Pali and Sanskrit, ancient languages that supplied Thai vocabulary. Those distinctions need not produce different sounds in modern Thai.
Thai writing adapted the Old Khmer script to record Thai. Inscription 1, a stone inscription dated 1292, is generally treated as the earliest surviving Thai-script evidence—not a separate origin date for ณ.

Questions people ask
1Why does ณ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
