What ꀽ means

It represents one spoken Liangshan Yi syllable. “Pie” is its Latin-letter transcription, not a translation. No ending marks midlevel pitch; ꀼ's x marks secondary-high tone, while ꀾ's p marks low-falling tone.

When was the Liangshan form standardized?

The Liangshan standard was devised in 1974 and promulgated in 1980. Chinese sources called older Yi writing Cuan or Wei; bimo (Yi ritual specialists) copied and recited ritual texts. Proposed Western Han-era examples remain disputed; a bronze-bell inscription from 1485 is the oldest surviving dated example. Since then, this form has appeared in official documents, newspapers, and literature. It adapts older northern Yi forms for Liangshan rather than uniting all Yi writing traditions.

Why does ꀽ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
