What 𐵇 means

It means seven in Garay. Assane Faye created the script in Senegal shortly after independence to write Wolof; he first published it in January 1961. Its forms were designed for readers familiar with Arabic writing and African phonetics.

The documented record includes textbooks, folktales, maps and a Qur’an translation, as well as women’s groups and adult-literacy work for Mandinka and Wolof. Garay offered another way to write Wolof alongside Latin spelling and Wolofal, a form of Wolof written in Arabic script.

Garay writing runs right to left, but its decimal digits run left to right within a number. Its letters were influenced by Arabic, though they do not join like Arabic letters.

Why does 𐵇 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
