What 𐵀 means

No. It is zero in Garay’s own decimal system. Garay is a script used to write Wolof; Arabic writing influenced its design and right-to-left direction.

Assane Faye published Garay in Senegal in January 1961 for readers familiar with Arabic writing; its design also drew on Latin. It appears in beginner books, folktales, maps, and a Wolof Qur’an with Wolof written between the Arabic lines. Later accounts link Garay to Wolof identity and independence. A 2016 Unicode proposal describes small local and scholarly use in Senegal and The Gambia. Wolofal (Wolof written with adapted Arabic letters) and Latin are other Wolof writing traditions, not ancestors of Garay.

Why does a Garay number look out of order?

It is not out of order by itself. Garay text runs right to left, but each number reads left to right; incorrect text-direction handling can reverse the digits.
