What 𘯛 means
𘯛 is a Khitan phonogram transcribed as qo. Here, qo gives a reconstructed sound value, not an English gloss; the sign contributes to a Khitan word's written form.
Around 925, Yelü Diela devised this script to write Khitan, the language of the people who ruled the Liao dynasty. Its forms drew on Chinese characters; accounts also credit Uyghur script as an inspiration. A separate Khitan Large Script wrote the same language.
It continued under the Liao, Qara Khitai, and Jin dynasties. Most surviving Small Script texts are funerary epitaphs engraved on stone and buried with Khitan royalty and aristocrats. Phonograms usually join into word clusters, set in vertical columns read right to left.

Questions people ask
1Why does 𘯛 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
