Where did this Lao letter come from?

It developed as part of Lao writing from earlier scripts.

An older script called Fak Kham, itself based on Sukhothai writing, is one proposed model for Lao. One epigraphic account identifies the Tha Khaek stele—a stone monument with an inscription—as the oldest apparently genuine Lao-script example, dated 17 April 1494. That date records surviving evidence, not the birth of ມ.

The scripts had distinct roles in Laos: Lao writing served secular, or nonreligious, texts, while related Tham writing was generally reserved for religious texts. Tai Tham letter ᨾ is another ma in that script tradition, not a variant spelling of ມ.

In Lao spelling, ຫ plus ມ can form the joined consonant ໝ. It still represents m, but the h component changes the consonant class and therefore the tone rules.
