What ວ means
It is a Lao consonant whose role changes with position.
For Lao wo, the sound is w-like at a syllable’s start and a glide at its end. After another consonant, it gives the cluster a rounded, w-like quality; in ຫວ, the leading ຫ changes the tone class. Latin romanization may write ວ as v initially, w in a medial cluster, or o finally after a vowel.
Where does Lao writing come from?
Lao writing grew from several script traditions.
Lao records reach back to the 13th century. Lao writing grew from Indian and Khmer script traditions and was also shaped by Sukhothai, a Thai kingdom. The related Tham script, influenced by the writing of the Mon people, was used for religious texts. Thai writing is closely related to Lao. The 1975 spelling reform moved Lao toward more phonetic spelling.
Neutral in Lao writing; ວ has no standalone social tone.

Questions people ask
1Why does ວ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
