What ᠂ means
It marks a short break inside a Mongolian-script sentence. It separates linked clauses and coordinated parts so the reader can follow the syntax. It adds no emphasis, irony, or emotion; it is ordinary punctuation for traditional Mongolian-script and Todo writing.
Why is this different from a regular comma?
It is a script-specific comma, not a font variant. In traditional Mongolian punctuation it belongs with the full stop and four dots, while Todo writing later divided: early Todo followed Mongolian punctuation, and Since the beginning of the 20th century Xinjiang Todo publications also used Chinese punctuation. So a different comma can signal a different tradition, not a mistake.
