What ⬒ means
The proposal uses it as a dictionary subject-classification mark.
A 2003 Unicode proposal connects ⬒ with dictionaries that group entries by topic. It cites dictionary references dated 1975–1993, but gives no universal meaning for the square.
The top half black square is contrasted with and , whose black halves sit on the left and right. The text font draws the visible outline, so a missing glyph affects display rather than character identity.
Technical and neutral when a key defines it; opaque as a stand-alone mark.
Without a legend, do not infer a particular topic or mood.

1Why does ⬒ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
