What 𘭙 means
One scholarly reconstruction gives it the sound oŋ. Daniel Kane’s 2009 index lists that value; ŋ is the final “ng” in English “sing.”
Treat oŋ as a sound, not a translation. Phonograms—signs for sounds—usually form word clusters; read signs left to right, then top to bottom inside vertical columns that run right to left.
How did Khitan small script develop?
It became one way to write Khitan under the Liao.
Yelü Diela created the script around 925 to write Khitan, using Chinese character forms; Uyghur writing may have influenced its sound system. Surviving texts are mainly tomb inscriptions carved on stone tablets.
A 2017 catalogue’s earliest surviving example is a tomb inscription from 1053. Jin rulers banned the script in 1191; later Jurchen writing adapted Khitan’s large and small scripts.

1Why does 𘭙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
