What 𘱼 means
The glyph alone gives no reliable translation. Khitan small script uses signs for words and for sounds; sound signs usually group into words. A 2010 Unicode proposal leaves this character's reconstructed reading unknown.
Who devised this script?
Traditional histories credit Yelü Diela with devising it. He was brother of Liao founder Yelü Abaoji. They say a Uyghur envoy introduced him to an alphabet for a Turkic language. Chinese characters inspired the sign shapes; the Uyghur alphabet influenced sound spelling. In Chinese, Khitan script is 契丹文字 and its small form is 契丹小字. The scripts were used under Liao, Western Liao (Qara Khitai), and Jin. Jin rulers abolished them in 1191; Jurchen scripts drew on Khitan models. Most surviving texts are stone memorials for Khitan royalty and nobles; others appear on mirrors, tallies, and display coins.

1Why does 𘱼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
