What 𘱽 means
Its Unicode name is a catalog label, not a word gloss. Khitan small script uses whole-word signs and sound signs, which usually cluster into words; this number alone does not reveal the sign’s reading.
Traditional accounts date this Khitan writing system to around 925 and credit Yelü Diela, the Liao emperor’s younger brother. Its forms drew on Chinese characters; Uyghur writing influenced its sound-based method, though the scripts look different. It wrote Khitan beside Chinese and the Khitan large script, including on monuments and tomb epitaphs. Later Jurchen scripts modeled both Khitan systems. The oldest securely dated surviving small-script text is a 1051 epitaph. Jin rulers abolished Khitan writing in 1191; scholars reconstruct its readings from surviving inscriptions.

1Why does 𘱽 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
