What 𘲢 means

It has two different scholarly readings, not one settled English gloss. Kane lists rẻn; Wu and Janhunen list ir. These are reconstructed sound values, not translations.

Why was Khitan Small Script created?

It was developed to write the Khitan language.

Khitan Small Script arose around 925, after the larger Chinese-style script proved awkward for Khitan, a language that builds many words by adding endings. The small script used Chinese character forms and principles from Uyghur writing.

Monuments include tomb inscriptions from the 1050s. The Jurchens later modeled their own scripts on Khitan writing. In full texts, signs that spell sounds usually form vertical blocks for one word; signs for whole words can stand alone.

Questions people ask

1

Why does 𘲢 show as a box on some devices?

It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
