It marks a p-like onset in a Khmer syllable. This o-series consonant teams up with the following vowel sign to set the full reading; a standard example, ពម, is [pɔ̀ːm].

That makes “p” only a shortcut: consonant series plus vowel placement fixes the pronunciation, so think spelling piece, not emoji.

Why does ព change shape?

A consonant cluster can shrink it into a subscript. Khmer writes a second consonant with COENG plus that consonant, and the font draws it below the base consonant. The small stacked shape is still the same letter, not a second character to hunt for.

So the visible form can change inside a word while the stored text still holds the same consonant.

Where did the Khmer script come from?

It grew out of a writing tradition, not a one-off invention. Khmer descends from South Indian Brahmi/Pallava forms and went on to record Khmer in inscriptions and later administrative, literary, and religious writing.

The earliest regional evidence cited is the Vo-canh inscription from the second or third century; the earliest inscription in the Cambodian language cited is dated 611 CE. Thai and Lao belong to historically related script traditions, but their similar letters are not alternate readings of ព.
