What រ means
Use the Khmer key; for clusters, type base, coeng, then រ. For the standalone letter, press its assigned key on a Khmer keyboard layout; the physical key depends on the layout.
To enter a subjoined consonant, type the preceding base consonant, the coeng sign, and រ in that order. Coeng signals that the next consonant is subjoined; it is not displayed as a separate mark. Subjoined រ wraps left and beneath the consonant before it.
What does Khmer ro do in a word?
It is a consonant; its class helps shape the following vowel.
Khmer consonants are grouped by pronunciation class, and the class affects how a following vowel is read. A register-changing mark can shift that reading. In a consonant cluster, រ can follow another consonant in subscript form; the two belong to one written unit.
Khmer writing developed from Brahmi-related South Indian models; early regional inscriptions show forms resembling Pallava, a South Indian script. The inscription catalogued as K. 600, from Angkor Borei, is the earliest dated inscription in Khmer script; it dates to 611 CE. Early inscriptions record religious dedications, offerings, land, servants and royal orders. An inscription at Prasat Ta Muen Thom, dated 1013 CE, records these temple and royal matters together. Thai script adapted directly from Khmer in the 13th century; Lao script descends from an older Khmer form.

Questions people ask
1Is the small form under another consonant a different letter?
No. It is the subscript form of រ in a Khmer consonant cluster. The different shape is how Khmer writing displays it, not a separate character.
