What 𘠃 means
It is a structural piece, not a standalone Tangut word. Scholars use this Tangut component to describe and index larger characters; its catalog number is a handle, not a translation.
A Tangut dictionary from the late 12th century lists the chart glyph 𘤃 on the left side of 𗉝, glossed “grass.” A 2016 Unicode chart also used 𘤃 for this component; the glyph identified on this page is 𘠃. “Grass” names the complete character 𗉝, not the component by itself.
How does it work inside a Tangut character?
The whole character supplies its reading. Tangut components help scholars analyze a full character; the component by itself has no automatic sound or translation.
In 1036, the Western Xia kingdom ordered the Tangut script into use for state-building and writing the Tangut language. Scholars also connect its creation with plans for a Buddhist canon in Tangut. Tangut texts carried Buddhist material and writings translated from Chinese and Tibetan. The script followed Chinese character-building principles and may have drawn influence from the neighboring Khitan script. Unicode uses components to index and describe Tangut characters.
Specialist reference symbol: appropriate in Tangut writing or Unicode analysis; out of place as a stand-in for an ordinary word.
On its own, it is not a readable Tangut word; its host character supplies context.

1Why does 𘠃 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
